各地级以上市科技局，横琴粤澳深度合作区经济发展局，各有关单位：
为深入贯彻习近平总书记关于外国专家工作的重要论述精神，全面落实党的二十大和二十届历次全会精神，聚焦落实省委“1310”具体部署和“五外联动”工作要求，加快推动粤港澳大湾区高水平人才高地建设，现启动2027年度广东省外国专家项目申报工作。有关事项通知如下。
一、支持内容
以高质量发展为牵引，聚焦制造业当家、高水平科技自立自强等战略任务，引导广东省用人单位更好地吸引、集聚、用好外国专家，进一步发挥外国专家对广东省产业发展和科技创新的支撑作用，支持省内用人单位先行投入资金服务保障外国专家，省科技厅按照项目绩效予以后补助。
本年度设立高端外国专家和外国青年人才两个专题（具体见附件1），设立未来产业和新兴产业优先支持领域（具体见附件2），补助2025年6月1日—2026年5月31日实施的项目。
（一）高端外国专家专题：支持具有国际一流水平的战略科学家、科技领军人才、学术带头人等外国专家在粤开展前沿科学探索、核心技术攻关、创新人才培养、产业技术研发及战略决策咨询等工作。
（二）外国青年人才专题：支持具有高水平科研潜质的优秀外国青年人才在粤长期稳定开展科研等工作。
二、申报要求
（一）申报单位条件
应当为依法在广东省内注册2年以上、具有独立法人资格的高等院校、科研机构、企业等外国专家用人单位。
（二）项目负责人条件
应当为申报单位的全职在岗人员，且实质性参与了项目。项目负责人可以是外国专家本人或与外国专家合作的中方团队成员，鼓励外国专家本人担任项目负责人。
（三）申报限制要求
1.高校、科研机构限申报15项，企业等其他单位限申报3项。
2.每位项目负责人限申报1项。每位外国专家限申报1项。
3.有以下情形之一的，不得申报：
（1）外国专家有国家外国专家项目（个人类或平台类）尚在执行期；
（2）外国专家已获得2025～2026年海外名师项目立项资助；
（3）项目违背科技伦理规范的；
（4）项目负责人发生科研失信行为且仍在惩戒期内；
（5）其他应不予资助的情形。
三、申报流程
（一）网上申报。符合申报条件的单位通过“广东省政务服务网”或“广东省科技业务管理阳光政务平台（http://pro.gdstc.gd.gov.cn/egrantweb）”提交有关资料进行申报。2027年度广东省外国专家项目设置了中英文双语申报功能，项目负责人可使用英文填写申报书。
（二）平台注册。首次申报的单位可在广东政务服务网进行注册后转入省科技业务管理阳光政务平台进行申报；或者由单位科研管理人员在省科技业务管理阳光政务平台注册单位信息，获得单位用户名和密码，同时获得为本单位项目申报人开设用户账号的权限，项目负责人从单位科研管理人员处获得用户名和密码，填写个人信息后进行申报。已注册的单位继续使用原有账号进行申报和管理。
（三）审核推荐。各级主管部门在省科技业务管理阳光政务平台对申报项目进行形式审查（具体见附件3）、择优推荐。其中各地级以上市所属企事业单位的申报项目，应由地级以上市科技局审核推荐；其余省直等相关部门所属企事业单位的申报项目，由主管部门审核推荐。
（四）材料报送。本项目采用全流程在线申报，无需提交纸质材料。待项目申报书状态显示为“已受理电子材料”后，项目申报单位需要在2026年6月18日前通过广东省科技业务管理阳光政务平台上传签字盖章齐全的项目申报书。
四、时间安排
申报单位网上集中申报时间为2026年5月6日—2026年6月5日17:00，主管部门网上审核推荐截止时间为2026年6月12日17:00。

Notification of the Department of Science and Technology of Guangdong Province on Organizing the Application for Foreign Expert Program of Guangdong Provincein 2027
Science and Technology Bureaus of all prefecture-level cities, Economic Development Bureau of Guangdong-Macao In-Depth Cooperation Zone in Hengqin, and all relevant institutions,
To thoroughly implement the spirits of President Xi Jinping’s important remarks on the work of foreign experts, put the principles of the 20th National Congress of the Communist Party of China (CPC) and all previous Plenary Sessions of the 20th CPC Central Committee into action, earnestly implement the "1+3+10" Development Scheme outlined by the CPC Guangdong Provincial Committee and the integrated measures in five foreign-related fields, and accelerate the construction of a high-level talent hub in the Guangdong-Hong Kong-Macao Greater Bay Area, the application procedures for the 2027 Foreign Experts Program of Guangdong Province is hereby initiated. The Department of Science and and Technology of Guangdong Province hereby releases program details.
I. Program cope
Guided by high-quality development, this program has a focus on strategic tasks including but not limited to boosting manufacturing industry as the pillar and achieving high-level self-reliance and strength in science and technology. This program encourages employers in Guangdong to better attract, gather, and maximize the potential of foreign experts , so as to further reinforce their supporting roles in industrial development and technological innovation for Guangdong. Employers in the province are supported to take the initiative to allocate funds to secure services for foreign experts, and the Department of Science and Technology of Guangdong Province will provide subsequent subsidy based on project performance.
In the year 2027, the program consists of two types, including type 1 for high-level foreign experts and foreign young talents (see Annex 1 for details), and type 2 for priority support areas of emerging and future industries (see annex 2 for details) to subsidize projects implemented from June 1, 2025 to May 31, 2026.
1.High-levelForeign Experts : The project is aimed to support foreign experts including strategic scientists, leading technological talents, and principal academic investigators who possess world-class expertise to engage in cutting-edge scientific exploration, core technology breakthroughs, innovative talent cultivation, industrial technology R&D, and strategic decision-making consultation in Guangdong.
2.ForeignYoungTalents: The project is aimed to support excellent foreign young talents with high-level research potential to carry out long-term and stable scientific research exchanges and cooperation in Guangdong.
II. Application Requirements
1.ApplicationInstitution
The application institutions which employs foreign experts should be a higher education institution, research institution, or enterprise that has been registered for 2 years or above in Guangdong Province and is qualified as independent legal person.
2.Project Leader
The project leader shall be a full-time staff member of the application institution and have substantially participated in the project. The project leader can be the foreign expert or a member of the Chinese team cooperating with the foreign expert. Foreign experts are encouraged to serve as the project leader.
3.Application Limit
(1) The number of applications that each university and research institution can apply for shall not exceed 15, and the number of applications that each enterprise and other entity can apply for shall not exceed three .
(2) The number of applications that each project leader can apply for shall not exceed one. The number of application that each foreign expert can apply shall not exceed one .
(3) Under the following circumstances, applications should not be made:
a. The foreign expert has a national foreign expert project (individual or platform type) still in the implementation period;
b. The foreign expert has received project funding for the 2025-2026 Overseas Distinguished Scholars Program;
c. The project breaches scientific and technological ethics;
d. The project leader has committed research misconduct and is still within the disciplinary period;
e. Other situations where funding should not be granted.
III. Application Process
1.Online Application. Eligible institutions submit the relevant materials for filing through “Guangdong Government Services Online” or “Guangdong Science and Technology Business Management Sun-Government Platform” (http://pro.gdstc.gd.gov.cn/egrantweb). The 2027 Guangdong Foreign Expert Program features a bilingual application function in both Chinese and English, enabling project leaders to fill out the application form in English.
2.Platform Registration. First-time applicants can register on the Guangdong Government Services Online and then transfer to the Guangdong Science and Technology Business Management Sun-Government Platform for application. Or the research management personnel of the application institution can register the institution information on the Guangdong Science and Technology Business Management Sun-Government Platform, obtain the institution username and password, and at the same time obtain the authority to set up the user account for the project applicant of the institution. The project leader, after obtaining the username and password from the research management personnel of the institution, and filling in the personal information, can then make the application. Institutions that have already registered shall continue to use their original accounts for application and management.
3.Review and Recommendation. The competent authorities at all levels shall conduct a formal review of the application projects on the Guangdong Science and Technology Business Management Sun-Government Platform (see Annex 3 for details) and recommend the best ones. Projects submitted by enterprises and institutions affiliated with prefecture-level cities and above shall be reviewed and recommended by the science and technology bureaus of prefecture-level cities and above. Applications from other enterprises and institutions affiliated with provincial and other relevant departments shall be reviewed and recommended by the competent authorities.
4.Submission of Documents. The entire application process for the program is conducted online, and no paper documents are required to be submitted. After the status of the project application indicates “Electronic materials accepted”, the project application institution should upload the project application form with complete signatures and seals through the Guangdong Science and Technology Business Management Sun-Government Platform before June 18, 2026.
IV. Time Arrangement
Application institutions can submit their applications online during the application period from May 6, 2026, until 17:00 on June 5, 2026.
The deadline for online review and recommendation by the competent authorities is 17:00 on June 12, 2026.
